overview:
  IRC is a service through which users from any part of the world can communicate in real-time.  This protocol is purely text-based which tends to make communication faster than other forms of communication which contain binary media (such as the world wide web).  Another benefit of IRC is that, unlike instant messaging clients, it was designed with group communication in mind, but also allows users to communicate privately as needed.

  An internet connection.
  Any IRC client supported by your OS.
 
additional comments:
  Different IRC servers maintain a different set of rules for their network (typically found in the motd).  These rules should always be abided by, and though they change from network to network (and maybe even from server to server), if you use your best judgement while chatting, you should not encounter any trouble.

  The IRC protocol specified by rfc1459 is quite robust.  Advanced users may wish to examine this document for a detailed explanation of how the IRC protocol works.
