what is an oper?
 
An IRCoperator moderates the usage of an IRC server.

  Opers typically aid users with server/network specific questions as well as attempt to ensure that the users are following the policies of the server/network.  Though an oper's power depends greatly upon the server/network, at the very least they should be able to answer your questions and aid you to the best of their ability.
 
additional comments:
  The disposition, as well as the responsibilities, of opers depends highly upon the network.  In the IRC circuit, there tends to be an "us versus them" attitude between users and opers.  On an IRC network worth its salt, this should not be the case.  An IRC operator should be as helpful as possible, and an IRC user should respect the word of such an operator as well as know the limitations of an operator's power.
Also note that opers, in general, are not required to have any formal training.  This means that the quality of aid given by an oper varies depending upon the oper and server/network.
